Press note prepared for interaction with media persons at Tribhuvan International Airport regarding the official visit of Hon'ble Prime Minister Mr. Pushpa Kamal Dahal 'Prachand' to India.

A. I have returned home today after completing a four-day official visit to India at the friendly invitation of His Excellency Shri Narendra Modi, the Prime Minister of India.
B. You are aware of the bilateral meetings and programs held during the visit through the press release issued by the Ministry of Foreign Affairs and the Nepalese Embassy in New Delhi and the news conveyed by the media friends in the visiting team.
C. During the visit, I had a courtesy meeting with Her Excellency President of India Mrs. Draupadi Murmu, Vice President Mr. Jagdeep Dhankhad. During the meeting, there was a discussion about strengthening the centuries-old and close relationship between Nepal and India in the future.
D. An important part of the visit was the bilateral meeting with the Prime Minister of India Shri Narendra Modi at Hyderabad House in New Delhi. On this occasion, there was a discussion and exchange of ideas about further strengthening the cooperative relationship in various aspects of Nepal-India relations.
E. On the occasion of my visit, the Prime Minister of India and I inaugurated and laid the foundation stones of the following projects through virtual means.
1. Transfer of Kurtha Bijalpura Railway.
2. Cargo train service operation from Jogbani in India to Biratnagar Customs Yard in Nepal.
3. Foundation laying of integrated check post at Bhairahawa – Sunauli.
4. Inauguration of integrated check post at Nepalgunj-Rupaidia.
5. Motihari-Amlekhganj Petroleum Pipeline's second phase construction work laid.
6. Foundation laying of Butwal-Gorakhpur 400 KV international transmission line.
On the occasion of this visit, the following seven documents were signed and exchanged:

9. MoU regarding construction of integrated check post and dry port at Dodhara-Chandni.
10. Phukot-Karnali 480 megawatt hydropower project development agreement.
11. Project development agreement related to Lower Arun 669 megawatt hydropower project.
12. Memorandum of understanding between Nepal's National Clearing House Limited and India's National Payment Company India Limited regarding cross-border electronic payments.
13. Memorandum of Understanding between Institute of Foreign Affairs Studies of Nepal and Sushma Swaraj Foreign Service Institute of India.
1. In addition to that, trade, transportation, investment promotion, energy trade and cross-border transmission lines, irrigation, flood and inundation control, agriculture, railway service operations to increase cross-border connectivity, bridge construction and infrastructure construction such as integrated check post and dry port are ahead. Issues such as increasing have been discussed.
2. The transport treaty has been amended so that the Indian inland water transport network can also be used and bulk cargo can be transported and has not been done for the past four years. It can be said that this is an important achievement.
3. In order to make the air service more secure, there was also a discussion about the agreement of the Indian side regarding the process of Nepal to operate another air access route and Gautam Buddha International Airport. There has been a positive discussion regarding two-way flights from Nepalgunj and Bhairahawa to New Delhi and other cities in India.
4. Similarly, a strong consensus has been formed regarding cooperation in the field of hydropower. During the visit, discussions and some important agreements were also made on bringing in Indian investment in various hydropower projects, building structures such as transmission lines for bilateral energy trade, and ensuring a legal basis for long-term energy trade from Nepal to India. In particular, there was a theoretical agreement to start the long-term energy trade and export of hydropower from Nepal to Bangladesh through Indian soil, and it was agreed to proceed with the process for a tripartite agreement. The Prime Minister of India has said that India's goal is to import 10,000 megawatts of hydropower from Nepal in the next 10 years. The agreement on energy trade has been completed in all respects and only formalization remains, which will happen soon.
5. I have requested Prime Minister Modi to export hydropower to India from the 456 MW Upper Tamakoshi Hydroelectric Project and additional 1200 MW capacity projects.
6. In addition, I have spoken to Prime Minister Modi for easy and simple supply of explosives, which are very necessary for large development construction projects such as hydropower and roads under construction in Nepal.
7. It has been agreed to speed up the bilateral discussions by finalizing the Detailed Project Report (DPR) within three months for the speedy implementation of the DD Pancheswar Multipurpose Project. After the two governments approve the DPR along with the financial arrangements, the implementation framework will be finalized within one year.
8. It has been agreed to provide water for irrigation to Nepal in a phased manner from the Tanakpur Barrage through the Link Canal based on the state of preparation of the structures towards Nepal.
9. There was also a discussion about the problem of floods and inundation in the Nepal-India border area. Prime Minister Modiji and I have instructed the relevant authorities to immediately activate the existing bilateral mechanisms to take necessary steps to make flood and inundation control work effective before the onset of monsoon.
10. Similarly, Prime Minister Modi has agreed to use the amount of the fourth tranche of concessional loan received from Exim Bank India for the construction of more power transmission lines within Nepal.
11. The two sides have also agreed on the extension of the Motihari-Amlekhganj petroleum pipeline to Chitwan and the construction of a new cross-border petroleum pipeline from Siliguri to Charali in Jhapa with the help of India's grant. It has been agreed to construct a concrete bridge over the Mahakali River at Shirs (Parashuram Dham-Purnagiri Mai) and Jhulaghat with the help of the Government of India grant.
12. Project under the Ramayana circuit with the grant support of the Government of India, Dist. P. Koirala Institute of Health Sciences and in Sudurpaschim Lvub Kislaktashtagab or Tbhajalayayinath, Kailali and Chitwan in Kailali and Chitwan have also been discussed about advancing the construction work.
13. In addition, issues such as capacity building in the agricultural sector, organic farming, natural farming systems, nano-fertilizers, expansion of mutual cooperation, easy supply of fertilizers, assistance for cash crops and breeding improvement of cattle have also been discussed. We have also discussed about the possibility of a chemical fertilizer factory in Nepal with the joint investment of Nepali and Indian companies and ensuring a market. Talks have been held with the Prime Minister of India to facilitate the export of agricultural products and primary commodities of Nepal to the Indian market.
14. Further promotion of bilateral trade and reduction of trade deficit faced by Nepal was also discussed. In order to facilitate bilateral trade, both the Prime Ministers have given instructions to review the Nepal-India Commercial Treaty and to activate the existing bilateral mechanism at the Commerce Secretary level to address other issues related to trade.

It has been agreed to finalize the bilateral agreement to put into practice the work related to mutual recognition and accreditation of the certificates issued by the laboratories for trade facilitation. I have also spoken to the Prime Minister of India to remove the tariff imposed on Nepalese jute through mutual recognition and accreditation.

17. Border issues were discussed during the meeting. I have requested the Prime Minister of India to resolve the issue related to the border through established diplomatic mechanisms. As you all know, Prime Minister Modi has also clearly expressed his feeling during the press meet that all existing problems including borders will be resolved in accordance with the spirit of the friendly atmosphere created by this visit. After a long time, I am encouraged by this positive expression from the Indian Prime Minister regarding the border.
18. Also, on the occasion of my visit to India, I invited the Indian investors to invest in Nepal while addressing the umbrella organizations of the private sector of Nepal and India, Federation of Nepalese Industry and Commerce (FNCII) and Confederation of Indian Industry (CII). In the event, which was also attended by the Minister of Commerce of the Government of India, there was also an interaction between the representatives of Nepal's private sector and Indian businessmen and investors regarding partnership and investment.
19. After the bilateral meeting and other official programs in New Delhi, I also visited Indore in Madhya Pradesh, India and the Sanskrit city of Ujjain. I also visited Tata Consulting Services (TCS) based in Indore, considering the possibility of cooperation in the field of Solid Waste Management under Swachh Bharat Abhiyan and the development of information technology in Nepal. I found the related experience to be exemplary for us as well.
I have invited the Prime Minister of India His Excellency Mr. Narendra Modiji to visit Nepal and the Prime Minister of India recalled that he visited Nepal in 2014, 2018 and 2022 and said that he attaches great importance to the visit of Nepal and will visit at the appropriate time. This visit has contributed to strengthen the multifaceted and close relationship between Nepal and India on the basis of equality and mutual benefit. An atmosphere of trust has been created by openly talking to the Prime Minister of India, Shri Narendra Modi, and the basis of trust has been prepared to deal with the current issues.
I have found this visit to India, which is the first foreign visit after the new general election, different from the previous visits. In essence, this visit has been fruitful and has drawn clear guidance for the future.
